Regarding the ability to import or export notes on the Notes app, currently, notes are not exportable. The Notes app was designed to be a minimal, private, and local-only tool for quickly capturing thoughts and reminders directly on the device.
However (!) the team is exploring the subject of potentially adding a privacy-safe, lightweight way for users to move their notes.
