I have posted a thread and detailed my struggle and the attempted fixes I’ve tried, including disabling RCS (it wasn’t enabled in the first place for me) found here: Missing SMS with offline+?. I don’t have any blocked contacts.
Count yourself lucky. There are people experiencing this confusing and frustrating issue (missing texts). Assuming you’re trying to help, I am in the USA and currently on an AT&T mvno (US Mobile) after switching from US Cellular – I have experienced missing texts through both carriers. I am open to any suggestions.
