How Can I Modify DNS Settings?

I tend to use pi-hole DNS domain-blocking to stop those pesky apps phoning home, but I can’t seem to find this setting anywhere in the Settings. I’ve looked in Settings>Nerwork and Internet as well as Settings>System>Developer Options.

Is it possible to set this somehow? Perhaps via adb? (This is above my capability level, but perhaps some Android veterans might know how.)

I’ve noticed a drop in battery duration after sideloading a few apps so I’d like to narrow down if any of them are phoning home.

There are some ADB commands (https://forums.apps4flip.com/d/1096-change-dns-via-adb) but might require rooting the phone, IDK.
Yeah, being able to modify DNS, /etc/hosts and iptables from the phone or Mudita Center would be a very cool add-on for security with sideloading.
